Phil is native to Maine but has not always lived there. His journey has taken him to several states and across the globe. He and Janet, as young newlyweds were invited to serve on the staff of Life Ministries, a mission group, which served as an early training ground in missional thinking, cross cultural experience and faith living.
In 1983, upon graduation from Bible School in Massachusetts, with a focus on pastoral studies, Phil led a church planting team to South America. Phil is a fluent Spanish speaker and identifies greatly with the churches in the Hispanic world. While in Chile, Phil completed additional theological studies through F.L.E.T. while training young Chilean’s in IBAS Instituto Biblico America del Sur. It was in the context of mission in the southern cone of S.A. that Phil met John Wimber and the Vineyard via cassette tape. It was then that he heard the Lord say, “Oh, and by the way, this is your tribe!”
The Strout family returned to Maine in the early ‘90’s and in 1993 they planted the Greater Portland Vineyard church in Maine’s largest city. From 2001-2003 Phil worked for Vineyard USA in the development of mission partnerships and taught “The Father’s Heart for the Nations” workshops in local vineyard churches across the country. Phil completed his Masters in Ministry at St. Stephen’s University in Canada in 2004. During that time, his book, "God’s Relentless Pursuit, Discovering God’s Heart for Humanity" was published. In 2004, Phil was asked to serve as Sr. Pastor of the Pathway Vineyard Church in Lewiston, Me. It is a church with a strong sense of mission with “A divine assignment to be a part of the redemptive history of the State of Maine”.
From 2004-2011 Phil served the Vineyard as the Regional Overseer for the Eastern Region and on the National Board. In the fall of 2011, Phil was appointed and confirmed as the new National Director of the Vineyard USA beginning September, 2012.
